TL;DR

  • The National Bank of Serbia (NBS) has developed the Central Register of Electronic Bills of Exchange (CReM).
  • E-bills can be created, signed, sent for registration, and transferred digitally through the CReM web application.
  • Legal entities and entrepreneurs can use e-bills now; citizens gain access by the end of November.
  • Banks will become mandatory users of CReM from June 1st and must accept electronic bills.
  • The CReM system aims to increase security, prevent misuse, and provide a reliable record of e-bill usage.
  • Each e-bill receives a unique serial number, ensuring it is one-of-a-kind.
  • E-bills require a qualified remote electronic signature, legally equivalent to a handwritten signature.
  • Accessing CReM requires a contract for electronic banking services with one's bank.
  • E-bills are designed in compliance with Serbian laws on bills of exchange and electronic documents, ensuring legal validity.
  • The cost of registering an electronic bill of exchange will be a maximum of 50 dinars, significantly lower than paper bills.
  • E-bills offer faster, simpler, and more secure transactions, reducing errors, saving time and costs.
  • The system provides debtors with real-time tracking of their e-bills and creditors with enhanced security and easier collection.
