M. V. is suspected of inciting B. V. to commit the murder.
Both suspects have been detained for up to 48 hours and will be brought before the Higher Public Prosecutor's Office in Kragujevac.
Novak K. was shot five times, with one fatal shot, while his wife and two children in the car were unharmed.
The victim was originally from Kragujevac and was a former fan of FK Radnički 1923.
